Peking, March 25, 1909. I HAD a conversation with Liang Tun-yen yesterday with reference to the last part of my telegram No. 66. He said that he regretted that he could no longer control the affair. The Agent of the German Bank had informed him on the 23rd March that the matter was progressing, and that the negotiations with the Grand Secretary Chang would soon be concluded.

I was asked by Liang Tun-yen as to whether it was the intention of the British to enter into competition for that portion of the Szechuan-Hankow Railway passing through Hupei, Chang Chih-tung being desirous to conclude the two loans simultaneously.
